Financial Assistance Policy (FAP) / Help Paying Your Bill

At Redlands Community Hospital (RCH), we believe no one should delay seeking emergency medical care due to the lack of health insurance or the ability to pay for their care. That’s why RCH has a Patient Financial Assistance Policy (FAP) that provides free or discounted services for eligible patients. Our FAP helps make emergency medical services available to everyone in our community. Our policy aids all qualified patients, including those without insurance, those with insurance, and those who are underinsured at the time of their treatment.

What is the Patient Financial Assistance Policy Who is Eligible?

It’s the policy of RCH to provide financial assistance for those patients who have documented income at or below 400% of the federal poverty guidelines and have completed and submitted a FAP application within 240 days from the date of first billing statement. Upon approval, eligible patients will receive discounts from their balances based on their income level. Approved FAP patients will not be charged more than the Amounts Generally Billed (AGB) for services or other medically necessary care at RCH.

You may be eligible for our program if you meet the following guidelines:

  • Your family income must be at or below 400% of the Federal Poverty Level.
  • Application is submitted within 240 days from your first billing statement.
  • You think you may have trouble paying your bill.

We will work with you to determine if you are eligible. Please remember that access to necessary healthcare is not affected by eligibility for financial assistance.

Please visit https://www.healthforcalifornia.com/. RCH participates in the Medi-Cal Presumptive Eligibility Program and can help a patient obtain immediate temporary Medi-Cal coverage if qualified. Please contact Financial Counseling for assistance in applying.

Hospital Bill Compliant Program:

The Hospital Bill Complaint Program is a state program that reviews hospital decisions about whether you qualify for help paying your hospital bill. If you believe you were wrongly denied financial assistance, you may file a complaint with the Hospital Bill Complaint Program. Providers who have to follow the Financial Assistance Policy:

The hospital, home health and/or hospice does not bill for or include in its charges fees for professional services rendered by independent contractors including those physicians and surgeons providing professional services to the patient, including the radiologists, pathologists, emergency room physicians, anesthesiologists, dentists, podiatrists, and the like. Therefore, the only provider who must follow this FAP is Redlands Community Hospital.
